According to experts, the transition to EDM in cargo transportation will become mandatory from 2023, not earlier, since the process of digitalization of workflow requires optimization and refinement, reorganization of accounting in accordance with the new system, and it may also be difficult to transfer such specialists as drivers, loaders, that is, those who usually have little to do with digitalization. It will be necessary to determine exactly what actions of such employees can be automated, if necessary, to train personnel in working with programs and filling out electronic waybills. This approach will take time and money.
Among other difficulties associated with the transition to EDM, the experts called the need to change the vehicle in case of a breakdown and adjust the data in the electronic waybills. A change of transport may require a change in the shipping company, which may work with another EDM operator. It is also always necessary to keep in mind the possibility that there may not be an Internet connection on the road at the scene of an accident.
Another problem is group age cargo, partly issued using EDM, partly on paper, and difficulties when crossing borders.
The costs associated with the transition to electronic document management in logistics can lead to an increase in prices for goods. In this case, the state can help to minimize the problems of introducing EDM by introducing any benefits or advantageous offers for businesses to reduce possible costs.
